I just hacked my PS3 tonight and installed the Rebug 4.82.2 firmware, after doing a factory reset of my console just in case to avoid an account ban (because I use the same account with my PS4). Now obviously I don't want to reconnect to PSN right now because I'll probably get banned instantly or something, but is there some way, any way, that I can get my previously purchased digital titles back on here?

A factory reset was abit unecessary to do begin with. To prevent getting banned all you had to do is be offline which prevents bans more than anything else
To get your Purchased PS3 stuff back "Safely" Update to the official firmware login to your account and re download them. Then install CFW/Stay offline and just use your PS4 for online play and PSN access

I don't understand, are you telling me to reinstall OFW 4.82, download my stuff, and then redownload Rebug? I suppose I can do that, if it's the only way.

or better yet, use nps or psnstuff to download your games on PC then transfer them to your PS3, the download speed on PS3 is bad.

Well I got some games but while most of them work, others complain about not having a license or something and don't? I downloaded a program called reActPSN or whatever that was supposed to fix that but it too doesn't work, trying to use it does nothing and returns to the XMB.

Did you follow the instructions correctly, such as creating an "aa" user, and putting licenses in .rap format in an "exdata" folder in dev_usb000 ?

I don't have any .rap format files, they didn't come with the games I downloaded. I did forget about creating an "aa" user though.

EDIT: Creating an "aa" user didn't fix the issue so I guess I have to figure out where to get the .rap files. NPS didn't give them to me.

When downloading games from psnstuff, make sure it has rap file with it, or use nps browser.
Then open reactpsn from aa user and make sure you have exdata folder in your USB that contain the rap files.

Or you can download the iso version of the game so you can run it from multiman.

As other people already said, you'll need a rap file for each game, copied to "exdata" and using ReActPSN. It's possible to generate your own rap file, but it might be a bit too complex for you so I'd suggest you to avoid doing that.
Try looking at the games on PSNStuff once more. Maybe you missed the rap file. If your region doesn't have a rap file, look at the other region and download the rap and game for that region. Not sure about the legality of that, but if you already own the game it should be fine.
There are also various fixes in pkg format available, but you'd need to hunt them down. You could find pkgs of the games on various websites, those always have raps or fixes included with them.
