I was able to get English printed copies of One Piece Unlimited Cruise Episode 1 and 2 after so long, and two times of getting French copies. The data on the disc is the same across all PAL copies, but it was the cover/manuals that were different.

When it really does get leaked, we'll certainly know because of the entire decrypted game uploaded onto a site where Wii U ISOs are held. The title.tik will be uploaded after the decrypted contents are posted online. That's how it's always worked. No one would ever upload the title.tik first before uploading the entire game dump.
