How do i install CIA files onto my 3ds? i have nasa with a reinand CFW installed on fw 9.2.0.20U im having a really hard time with this

when i use fbi to install the Cia file it gives me a failed to install prompt

are you using FBI via the Health and Safety injection method or the 3dsx? I would try using the health and safety way.
EDIT: no, your cfw should work fine
NASA is only for installing legit cia [i.e. games that came pre-installed on 3ds]. Have you tried various cia or a different version of it? some are dodgy, or incorrect for your firmware depending on what you are trying to install. What is the exact error msg that FBI comes up with may also help. As Citizen said, injecting FBI over H&S is the most reliable way to use it.

I haven't used reinand myself but you are trying to install these cia to emunand right? if the firmware hasn't been patched the install won't work [cia isn't legit], which is what your error seems to mean.
