I know about his question, but the problem is op is create new thread. why needed new one ? actually us and eu version is identical, since you can use eu save on us version.
you just need only replace/edit fl_ext*, not _fl_ext* since is only for backup during save process. and also don't place same slot id on fl ext data folder (ex: fl_ext0, fl_ext1 (but is copy from fl_ext0)) it will looping forever if not changing save id.
here some offset :
Code:start offset - size - comment 0x1fcc0 - 4 byte - Point Remaining (on stat) 0x2dbc4 - 2 byte - mine down count 0x2dbc8 - 2 byte - tree down count 0x1fcac - 16 byte - name char 0x1fcbc - 4 byte - level char 0x60 - 60*2500 byte - item and bag items 0x1fb30 - 8*38 byte - skill level and remaining exp ... etc ...

I have used that one. Unfortunately it hasn't got Item editing afaik.
I disagree with it being in "ROM" hacking, as it is actually save file editing that I wish to do. As I have no idea how to hex edit, otherwise I would have done that to edit my items. I tried finding the values I wanted to change, and as there was only one value that matched, I changed it, imported the modded save to the game, and the value that I thought I changed was still the same.
Don't touch the config. Just put your edited save files in the FLsavetool folder (in the 3ds folder on your sd card) and run the FLsavetool homebrew and import.
