Any time I plug in any kind of usb jump drive like my phone or tablet or pen drives it doesn't show a pop up for them like it should guys? any ideas!?
Windows 8.1 doesn't display pop up for jump drives!?

im not too tech savvy, but, can you still access those devices? if you still can access them, then maybe you turned of autoplay. go check out the devices and printers page in the control panel to see if your pc even remembers your devices. you can alos change autoplay setting there too
