Make sure the folder hierarchy is right it should be PSP\Game\Recovery Flasher\eboot.pbp

Yes, it is possible. I haven't done it, but I know that in the GEN-D2 VSH menu there's an option to make a pandora battery, but as I have one and haven't ever needed to make one, I can't provide you with more information.
