Metallic for sure but without Ulrich's douchebaggery over mp3s. Also this is just going by their classic songs -- One, Enter Sandman, Fade to Black, The Unforgiven and only through about ReLoad (sans Turn the Page). I don't care much for anything else of their new albums.
Megadeth was created by one of the founding members of Metallica, Dave Mustaine. He was too metal for them, so they kicked him out.

Mustaine wasn't a "founding member" as in they already had a name picked out, but he was their first lead guitarist and they made no music before he joined.

I'd have to say Megadeth because when you compare the amount of albums released by both bands... Megadeth has released more quality material than Metallica.
