Reinstalled as in you did the uninstall steps on the guide or as in you deleted a few files off the sd card?

i tried that but i think the error is when i was looking through my Nand i deleted a folder called "private" so it might be the problem

You tried what?
Describe the current status:

• Did you run the uninstall script like mentioned on the guide? → https://3ds.hacks.guide/uninstall-cfw
• Did you delete random files on your SD?
• Did you do the "Let's delete everything and Format System Memory!! -- Because deleting everything will surely repair damage…"-method?
• Does the console still boot normally and work normally (playing games)?

For the record: Deleting files on the NAND ("accidentally") is a really bad idea and deleting everything ("in panic") if encountering any problems is an even worse idea.

There's a folder on the SD card called "private" that is mostly just used for Flipnote. If that's what you deleted, then you're probably still okay.

Which is a bad idea if this is what happened. But we need better information.

Browserhax-XL/universal Otherapp might be an option if CFW is completely uninstalled.

Else there is always ntrboot.
