Joycon Toolbox
Joycon Toolbox is a app inspired by @CTCaer 's Joycon Toolkit that runs entirely on the switch in the form of a NRO file. In it's current form it can set the colours of the docked joycons to anything in the config file.
When changing the joycon's colours you may need to undock and then redock the joycons for the colours to take effect.

@Homlet released a very similar tool just after I released this. Bad timing I guess. Check out his too, it's more likely to get updates before I get a new switch.
Config file
The config file is located at sdmc:/config/JCTB.cfg
The format is
Config entry name
Left body colour
Left button colour
Right body colour
Right button colour
All of the colours should be in RGB hexadecimal format.
Thanks to @Jonhy for creating most of what is in the included config.
The included config supports most of the official colours but note that in Japan the left and right joycons have their colours flipped to what they are in the rest of the world.
Controls
D-pad up / down - change the selected colour set.
A - Apply the current colour set to the joycons.
Plus - Exit the app.
Plans for future updates
My Switch has hardware failure so I won't be able to provide big updates to any of my apps until I get a new one but if any bugs are found that are simple enough to remote debug with my testers I will try my best to fix them.
Once I have a new Switch I plan on adding a GUI, colour wheel for picking custom colours, ability to edit pro controllers (I need to look in to this more but I've heard it is possible with Joycon toolkit), ability to edit Switch Lite colours if you have a TX lite mod chip (I need to also verify that this is possible), and general improvements.
Someone offered to give me their switch. Although that is generous of you I won't accept any donations from people, it just doesn't feel right to do so. If Team Xecuter wants to set me up with a hard modded Mariko or Switch Lite unit I'd 100% be willing to shill out for that. If I ever release some good quality homebrew maybe then I'll accept donations but it will likely just be gift cards for food if I ever even get that good at programming.
