TWLoader hasn't been supported for an extremely long time and has since been replaced with TWiLight Menu++
To answer a few questions, TWiLight Menu++ is a DS hypervisor that supports and plays DS games and it does come with a menu, cheats, etc. There is no chance of your system bricking and it's 100% safe.

I believe it is only available as a CIA so it would have to be loaded from the home menu.
