its saying to reinstall OS X and once I select the hard drive it prompts me to sign in and once I do it says this item is currently unavailable. Date is right and i can’t get my flash drive with the firmware updates for internet recovery to be detected

That error is usually because your Apple ID isn't associated with whatever version of OS X you're trying to install, you need to "own" the OS X version before you can do a reinstall of it.

IIRC, you can do it from the reinstallation screen, there should be an "Online Help" button (or something to that effect) that will open up Safari. Once there, you just go to iCloud, login with your Apple ID, and that should associate your account with whatever version of OS X you're trying to install (at least, this fixed an issue I had with an older Macbook, but should be the same).

This is a used MacBook I do not know the owners apple id

If it not firmware passcode locked then you should be able to rewrite the OS on the system you just need to repartition it, you able to get into recovery mode?

Well most likely you need to buy the bootable usb, ain't too expensive if you are 100% that you are not firmware passcode locked, if you are you wouldn't be able to do much, what was installed previously?

You can buy a High Sierra boot imaged usb from like ebay , mind providing the serial #, I can double check for you the highest installable os.
