No.. Their servers are offline. Probably won't be coming back unfortunately.

Yeah it's down and was very outdated. The software is also buggy. I tried contacting the guys at CodeMii for the source code or at least a way to host my own repository (because you can't manually add it) but never got a response :/

Someone needs to code a new HBB but it does not seem to be worth the effort. I get so annoying when I release a new homebrew game and there is no way to put it into the HBB. I could try to code it myself but its not fun to code something like that at all.

That is really unlikely to happen
The wii hacking/homebrew scene is dormant

I thought it was just mine for awhile. It was a go-to anytime I wanted an emulator or another program installed fast without having to remove my SD card and go through the motions.
