The manual should be arriving in a few days. These things are what we used in class before everyone had a cell phone. Casio made a large majority of these devices, and I believe even this one is a Casio with the Sega name slapped on it.

I wasn't aware that Sega ever did anything other than games. But I guess that just like Nintendo they had to start somewhere.

Actually this device was first released in 1994, when Sega was already flying high against Nintendo as the 2 big superpowers in the home console market.

OP is correct that it was actually made by Casio.
