Homebrew 2DS won't load ntrboot but 3DS XL does (using same flash cart and SD card)

I have a R4i Gold flash cart and I loaded SafeB9SInstaller.firm ( renamed as boot.firm ) & boot.3dsx to the root of the device SD card, I also created a folder boot9strap on the root of the SD card and copied boot9strap.firm and boot9strap.firm.sha into it. When I attempt to load ntrboot on my 2DS, it won't boot into it. I turn off the 2DS, I put the R4i flash cart into it and the SD card into the 2DS. I turn the sleep trigger to sleep mode, hold start + select + X + power button for several seconds, the blue light comes on and after 1 or 2 seconds start to slowly blink (like it's in sleep mode), but the screen remains black, if I switch the sleep switch off, it goes off sleep mode into the 2DS home screen.

I have taken the exact same R4i flash cart and SD card and performed the same on my 3DS XL ( with a magnet ) and the 3DS XL boots into ntrboot fine. Anyone know why the 2DS would be unable to load ntrboot? The 2DS is on firmware 11.6.0-39U and the 3DS XL is on firmware 11.7.0-40U. Does anyone know what could be the issue with the 2DS?

How many times did you try? Ntrboot can be finicky.

If it works on the other 3DS, then there's no reason for it not to work on the 2DS.

How many times did you try? Ntrboot can be finicky.

If it works on the other 3DS, then there's no reason for it not to work on the 2DS.

I have tried 20+ times on the 2DS. I did it about 3 times on the 3DS XL and it has booted ntrboot each and every time on the 3DS XL.

I'm going to post to this because I have the same situation ( same consoles, same failures, same results)as though I wrote the OP myself. except, after the 100th time (on the n2ds xl) (no exaggeration) I tried seedminer (after just over 30 min) only for it to say that mine couldn't be mined! Uhg! (yes I triple checked all numbers & no spaces.)
Since my card had the physical switch I tried switching it to (nds mode) test the contacts, they tested working great, once returned to NTR mode? on the 2ds? no results! totally frustrating, 2 days and 150 tries later? nothing! BTW I also had instant success on my alternate 3ds, (at trial 30) The sdXHCcart has proven good with 3 3ds' and about 2 years use
PS after a 'net scrubbing of this type of post shows an inordinate amount of 2ds XL owners with the same problem, although some finally did hack their systems successfully.
and ideas are welcome, I'm at a loss I've tried changing everything at least twice. sorry for wall o text & rant, thanks for patience

There were two older variants of DSiWare injections that required one hacked 3DS and another unhacked 3DS. It involved editing either the *.sav (save) or the *.app (game) file and then doing a System Transfer.

The 3ds.hacks.guide used to list the methods, but it seems they dropped out of favor because they weren't as universally practical, or the DSiWare games were limited or no longer available in Nintendo eShop.

Two of the previous users with failed NTRboot went this route. Maybe explorer this avenue?

I think part of the dsiwaretransfer method was the fact that if you had the game linked to your account nintendo was actually saying no to allowing you to transfer the NNID back to the console you wanted.

Ya, early times ninty done it cause i dont think they quite realized what was going on. Afterward they got wind of it. It became a no go with those certain games linked to your account.
