Hardware HELP: update from A9LH to B9S

I follow 3DS guide for updating from A9LH to B9S, on ver 11.2 & 11.4.
When BOOT holding (START), the DS go to G9mode, not SafeB9SInstaller
(This for both 3DS)
Please help

Have you tried holding down the start button *before* powering the unit(s) on ?

Yes, but first step, launch Luma3DS chainloader menu by holding START during boot BUT DS will boot to GODMODE9
It sounds like your 3DS might not be reading your SD card. If you remove your SD card from your 3DS and boot the 3DS holding Start, does GodMode9 try to load again?

The sysNAND/emuNAND toggle is missing, that tells me that Luma is being loaded from NAND instead of SD which is why payloads on SD are being ignored.
So you have the boot.firm Lacius told you to download on the SD card root now, right? (which does not mean a folder called root)
And your card is FAT32 formatted?
If the answer to both of these is yes, you may need to back up the card, format it (as FAT32, 32k cluster size preferred) and copy the files back on.
