Looking into the (crappily) obfuscated assembly, it appears both the decryption and signing key are stored as plaintext.
I don't think that how it actually work.

The keys are stored in the NSO, you can see exactly how it stores the save.
It stores data in 4 "partitions":
"SaveDataCmn", "SaveDataVss", "SaveDataLocal" and "SaveDataMsn".
 
They are not though? There are no keys hardcoded, neither in the NSO nor in the tool. And there are 9 "partitions", so I guess you overlook more than you want to :unsure:
