Homebrew How do I modify games?

Kind of asking this since I can't really find a clear answer, I'm just interested in making a rom hack of a 3ds game but I don't even know where to start.
Is it complicated, simple? Way to difficult to even bother with? Just curious.

Define modify. Dumping a 3ds game and opening it up to view it's files is as simple as 1 2 3. But, it heavily depends on the game you want to modify. More obscure games will use obscure file systems that nobody knows how to open, while games like Pokemon have a ton of hacking tools since everybody plays them. What game did you have in mind?

Well, I don't really have any immediate interest and just generally wanted to know how to just start going in and modifying stuff but, The legend of Zelda (more specifically Ocarina of time for the 3ds & Majora's mask) caught my eye because I thought the games were to easy (puzzles are fine but its the enemies in the game & bosses that feel way to easy imo, the same with how you don't really have to preserve any items in the game to othen or rupees.)
