Yes and no is the more real answer.

RetroArch is a frontend for emulators, game engines and media players. It enables you to run classic games on a wide range of computers and consoles through its slick graphical interface.

Think of it as xbmc or kodi as it is called now but instead of media its runs emulators

It's fine on the N3DS with VC injects, it doesn't emulate a GBA it actually turns the 3DS into a GBA for all intents and purposes. It does emulate SNES but IMO the N3DS does it very well with VC, there is absolutely no lag/frame drops.

Agreed, I've never been able to get PSX to run smooth but SNES/GBA runs just as well on the N3DS as their native consoles IMO.
