What is a Region free CIA?

A CIA that can be installed on any console, no matter what region it is from.
However, a game's region does not matter much these days if you have a hacked console, since pretty much all CFWs bypass the 3DS' region locking.

Yes! However, your game and its DLCs have to be from the same region, otherwise the game won't detect the DLC. For example, a US DLC will not work with a EU game: only EU DLCs will.

Does LayeredFS work with Sun and Moon randomizer/loading edited things?
I get black screen at loading. Can I only use SaltySD for sun and moon?

LayeredFS doesnt seem to work with XY when I try and load larger files(like the 1GB of pokemon graphics)

Layeredfs works for Sun and Moon. I've only tested replacing music and playing a randomizer though.

so. i have an N3ds-XL that currently runs on B9S (afaik. I just used the guide at 3ds.guide/get-started about a week ago).
In sep 2016 i already had an EMUnand CFW. and dumb as i was i moved some saves via the original Nintendo 3ds software, and didn't back them up somewhere else.

So, before i flashed the B9S about a week ago. i also tried booting up my DS to emunand but it never did. only sysnand bootet up properly. so now i didn't had the chance to backup anything.

What i hav, from back then a copy of my sysnand.bin
a copy of my whole SD-card from before formatting it, only the files. not a complete image of it (so there's no existing emunand aviable)

and what i want, is just some save games that must be somewhere on my sd.

can anyone help me in this?

Yes, Luma has region-free built in.

Well you could get a spare non working console of the same colour, and take both apart using a teardown guide, and replace the hinge/top shell. Would be a LOT of work and expense, don't think it would be worth it.

On the top screen it says Download Failed, on the bottom it says;
Fatal: could not find arm9loaderhax.binfatal
could not get a9lh payload

You need to update from A9LH to B9S.

Luma3DS no longer will support A9LH.

You could also install the latest Luma updater which I believe detects what you're running and downloads the appropriate payload.

So I was away from my computer for a few days recently (moving) and I saw there was a new Luma version when I went on Wi-fi with my 2DS. I tried to update (but of course it didn't work.) I got back online and realised that there is a new B9S version, that's all well and good. The thing I am somewhat concerned about is that Godmode 9 will no longer boot, (I checked and it is still in my Luma Payloads) Any info on this issue?

Did you try downloading the most recent version of GodMode9?
