I can't say why the payment failed with "high risk", but accepting PayPal payments in this way is rather common among flashcart sellers, as PayPal does not allow flashcarts they can't accept PayPal directly on their site since it would be traced back to flashcart sales.

Is this from NDS-card.com? If yes then this is not a scam. I have used the "offline paypal" method they describe 4 times and have not been ripped off. They are so shady about it because paypal has banned flashcart sales with their service. If you say anything in the comments, they might be caught.

Depending on who you are buying from this would be pretty common

Most Chinese sellers that sell grey area products will usually say that. Besides it wouldn't be uncommon for your bank/card to block the transaction since most of these Chinese sellers are labeled ask ''risky'' by banks.

If its a reliable seller its fine, as these are common instructions. Since the email ends with a 163 that is a Chinese seller i assume

Shit happens. This is a trustworthy site, however. I have bought from them countless times with paypal, and never been disappointed. Sorry to hear things went bad for you, but accidents happen. Doesnt mean they arent to be trusted though.
