It contains a lot of data not found on the disc, to speed up loading.
Edit: To elaborate a bit, most of the files contained in the update are entirely new and don't exist in the base game. You can confirm this by merging the extracted update data with the extracted base game.

The update is likely so big because of the way they pack their games, they can't just update the files they need to update, but entire archives. At least that was the case with older games, I'm assuming they haven't changed their ways.
