Yes, it will restore your 11.2 backup

Hardmod downgrade and Hardmod restore are two completely separate things. Hardmod downgrading was patched, but if you have a previous backup hardmod will still be able to restore that backup.

I think he mean that if the console was on 11.2 and he made a sysnand backup with hourglass9, than update the console to 11.3. he could go back in hourglass9 and restore his 11.2 sysnand backup.
So the console would pass from 11.3 to 11.2 (like it was previously)
