QR Codes are region locked, but it should be easy to convert them to all systems.
QR encryption is the same as save encryption, Memecrypto.
Most people are playing right now, so no time to make a converter ^^.

It's simple, scan any invalid qr code -> random pokemon ^^
I already have a working code to generate specific pokedex entries.

But there is more, a 504 Byte qr code, which makes pk7 files injectable, without homebrew!
I know how to encrypt them, but i don't know yet how the format is (normal pokemon is 232 byte).

As far as I'm aware, scanning QR codes just gives you points for Island Scan, which spawns a random rare Pokémon somewhere in the game and provides you with its location and a 1 hour timer.
Seems pointless to have pokemon specific qr codes right?

There'll be some event codes eventually, since it's already been confirmed that QR codes are region-locked.
The Pokedex codes probably also add the Pokedex entries for the scanned Pokedex QR codes, but that website has only generated me non-Alola Pokémon so I can't be certain.
