Hi, my 3DS is on 9.2 with CFW, but when i go to hbl and I start Emunand9, Decrypt9WIP or OTPHelper, it returns on hbl with red screen before

Sounds like a franken/partial downgrade, try re-running the downgrade to 9.2 and try again~

if they already have custom firmware, it can't be a partial downgrade.

I wouldn't have suggested it if it didn't. Either set up the Luma payloads using Plailect's guide and you can then boot the payloads by holding the appropriate button on boot, or just temporarily replace arm9loaderhax.bin with the arm9loaderhax version of the software you want to use.

If you followed Plailect's guide recently you will have HourGlass9 set up to boot when you hold Start on boot. This serves the same purpose as Decrypt9, with the only difference being that it's 100% safe to use on A9LH as it will never overwrite or remove your A9LH install.
To add other payloads, all you need to do is place the .bin file of emuNAND9, Decrypt9 etc. inside the SD:\Luma\payloads folder and name them according to the "Payload Chainloading" section of https://github.com/AuroraWright/Luma3DS/wiki/Other-features-and-notes
