Hacking what to do with a japanese 3ds running 6.1.0-12?

is it possible to access homebrew and setup a CFW without using any carts (oot,cubic ninja etc)? i don't know what to do with the 3ds because it's Jap thanks!

Update your console to 9.2 first using this guide:

You can update your 3ds using the guide I gave you, just follow the guide. If it's o3ds, yes, If it's an o3dsXL then it's a bargain.
