Both Luma and ReiNand fit that criteria. For easy installation, you can set up Menuhax - or if you want it to boot faster, you can try to set up Arm9LoaderHax. It's a bit more complicated to set up but it makes the CFW boot much faster and more consistently.

The ONLY good cfw IMO that has great community support great dev support and regular updates is luma3ds. Just look at the github commit page and the gbatemp thread. Its also the most feature packed and noob friendly as well as fast

I really like the concept of cakes, and I'd say cakesfw is best if it was regularly updated but unfortunately it isn't.

I've explored the Luma3DS page for a while now and I can't figure out where to download the 3ds and the luma folders. Please help!

Not working. I put the luma folder and the luma file on the root of the sd card and the luma3DS folder in my 3ds folder and I get a Error has occured message whenever I turn on my 3ds.

We presume you already had menuhax + Emunand set up? The files you need are the luma folder, the luma3DS.dat and the 3DS folder. Just download the ZIP file from here, extract it and copy the said files to the root of your SD Card. Nothing can go wrong there, really.

Have you deleted the rxtools folder and files from your SD card before putting in Luma? They might be conflicting if you didn't. You had an RxTools Emunand? What version?

I deleted all the rxtools stuff except "emunand9" before putting in Luma. It was v.2.6
