I think the forum idea is not allowed here, besides just report the thread to have the name changed to something more appropriate and do your collective research here. But it's still pointless, it won't happen unless your plan is a custom rom. I'm sorry. However if you can prove to me with research I'm wrong I'll apologize, since maybe it changed.

And I think the wii u uses the NTAG216
It uses ntag215.

There are entire threads here where this has been discussed at length. OP, if you want help in your efforts you should have read through all the amiibo threads before creating a new one.

Your thread title suggests a release or something in the works. Right now it's just an idea thread and not even a very original one.
 
Lol all these people be like "ready to test!" Drooling for their warez amiibos
And they even say it after I proved it wouldn't work. I'm sure all of them would change their mind when they heard they would need to wipe their phone and install a new or completely to 'test' this wip app.

We had many threads about this already, but I'm ok with anything that makes investigate about this again.

I don't really know if it is possible, but some people says that is. This is what I know:
  • Some guy on Reddit say he did it, on Dec 2014. He never released it. Check the comments. [link]
  • @sweis12 said on the 3DS's Homebrew subforum that he did, on January of this year. After lots of PMs asking about info or hints, and people asking in his thread, he didn't released anything. Not even the dev blog he promised (he told on February he would start working on it in March, because he was busy, but still nothing has been published).   • @Jran Sakarra made recently a thread on the Wii U's Console, Accessories and Hardware subforum bragging about this. He only posted a tweet with a video proof. I asked for help on the XDAdevelopers forum, but that was no use. Later, I teamed with @Ivan Garcia to investigate this (check this thread on a spanish forum where he posted something about this). We read a lot of Android and CM's source code, but we didn't get anywhere.

So basically, what I can say is that if this is possible, right now is only feasable with an Android phone running CyanogenMod 10.2, because their NFC HCE implementation is less restrictive than the official one (to which they switched since version 11).

About the amiibo files, a brazilian guy contact me from PM passing a website with more and evenmore amiibo files, so.. We have the biins, thats cool, pretty nice! Now the only thing to do is cast it, ill try probable monday.. And about Arduíno... I'm thinking it too but is a big different idea, i'll make another thread for that.. It will be a touchscreen device with lots of amiibos to cast directly from it, without smartphone

Haven't read everything but might as well post it here as it may help.

Heard of NFC chips that you can buy and program to do a certain function? I'm sure there are at least a few out there that support the binaries needed.

emulating an amiibo with "Host card emulation" is NOT possible. ;) (amiibos are ISO 14443-2 A NFC tags ... HCE only works for ISO 14443-4 A/B tags with a ISO 7816-4 (APDU) Data Structure) The only case, where emulating an amiibo MIGHT work(I do not know for sure if it would even work), is on an android device with a specific broadcom nfc chip (like the LG Nexus 5, as this chip could possibly emulate ISO 14443-2 A/B NFC tags as well) on Cyanogenmod 9.1+ (as the APDU structure is not required for HCE). But for this to work, the underlying nfc c-library must be patched as well. On the other hand reading data from an amiibo is no problem at all. Writing data back to the amiibo is another issue. The amiibo's NTAG215 nfc tag has a password counter.
