what you need to do :
run NTR debugger on new 3DS
open NTR debugger windows( NTRclient.exe) and NTRviewer
enter code connect('192.168.X.XXX', 8000) （3ds ip）
then remoteplay() after connected.

Got NTR CFW 3.4 Preview1 to work but there should be an external plugin or something to do with the server Anyway, 3.4 adds an ability to adjust Backlight from the NTR menu for a reason.

Well, there are regularly threads asking if gameplay can be streamed by software without owning a capture card. Inevitably people reply dismissively that it will never be possible, because the 3DS doesn't have enough power to stream and play at the same time. And they usually insinuate the OP is an idiot for not knowing this. So, you can understand my skepticism.
