Dude, you sound too dumb to even talk to me. Get your fact right before you quote me. DX9 was taken out in the official builds of Dolphin. DX9 is still actively supported in the Ishiiruka-dev builds. Most DX9 cards are able to run DX11.
Anyone who games on Linux and Mac are idiots. Expect poor support, low/slow fps, and poor availability on those Operating Systems. 90% of the world uses Windows. All of your points are useless. If anything, you just got rekt. Noob.
Its in the Ishiiruka builds because the purpose of those builds is to provide as many options as possible (the open source nature of Dolphin allows this, maybe in the future so will cemu, so you may get whatever it is you're after). The reason that it was taken out of master builds, as already explained to you, is down to keeping the emulator as clean and accurate as possible, DX9 isnt needed for this and it offers less performance compared to OpenGL or DX11/12.
But again, i dont know why you're in here looking for an argument other than for the sake of arguing.
