Start SD Formatter4
Go to options and set
Format type full erase
Format size adjustment on
Click format
Once done you can pop it into your 3DS like normal.

It is 64GB and the standard windows format doesn't support FAT32 over 32GB.If it's for regular sd card use, just use the regular windows fast format and then format on the 3ds, works everytime.

with cards about 32gb, however, they might only allow exFAT on Windows normally. in this case, try guiformat.
