Homebrew Eshop not working on Homebrew?

So I was downloading Fire Emblem Awakening in the Eshop, (Yes I know about Legit CIA's, this was from a previous CIA) and so I was going back to get Mario Kart 7 later on (around 3pm Pacific time) and it said I needed to update (This is the Eshop that should work for homebrew) so I was wondering did I do something wrong, or did update 10.5 change the Eshop? (I'm still on 10.3)

yup, it got blocked for 10.3 and below with the latest update

So for now there's now way to access it on 10.3? Do you think someone could possibly fix this?
