I guess it would, but that's actually risky. You'd better keep it as EmuNAND if you do not have a NAND hardmod, because that makes no actual difference with having it on your SysNAND. For example, does the keyboard work well everywhere? Can you rename the folders on the Home menu?I converted my Jap emunand to a usa emunand, if i inject it in my sysnand it will still work?
BBM is actually the 6.22 Dev Menu.BigBlueMenu also skips files that are already installed too, you should add that to the tutorial since finding the 6.22 version of DevMenu is near impossible now.

Just a question, have you tried renaming a folder on the Home Menu before formatting? If so, it should have crashed as well, if it didn't, how did you get it to work? (The two problems are keyboard-related AFAIK)I need some help. I followed this guide on my American New 3DS XL. I am using ReiNAND 3.2 and tried flashing a Japanese firmware (9.5) on my emuNAND.
Everything seemed to work fine until the last bit. It successfully boot up with the Japanese firmware. I then followed by formatting the system (as instructed by this guide). Well, that's where things start going downhill. It rebooted, and now it's time to set up my New 3DS. Everything works fine up until after I set my system name and location. Once it asks me to enter internet settings, the console setup restarts back to the beginning. It isn't even an actual reboot. This happens every time I reach that point of the setup.
Any suggestions on how to fix this? Or am I back to square one? (Which I really hope isn't the case.) Thanks!

No, I didn't try renaming any folders prior to formatting.
I also tried to install those extra cia files that supposedly fixes the keyboard issue. I also tried to use 10.3J instead of 9.5J, still didn't work.
Also tried an older version of ReiNAND, as well as CakesFW. Still the same result, it restarts the setup before the internet configuration part.
Thanks, I am trying this right now, I'll report soon if that works.I have changed my emunand region from 9.1J to 9.1U and then updated to 10.4U. Everything works fine except eshop of course but that a SecureInfo_A issue.
@Nazosan and I were working on this a week or so ago. You can't just install 9.1U over 9.1J. Too many things are missing and your emunand will be incomplete causing most of the errors you see(keyboard and things). Here's what you need to do.
1. Get all of the updates for the system region you want to switch to starting from the lowest you can find (4.2) to whatever your emunand is now (9.2). If you are using a N3DS get the O3DS updates up to 8.1 and then get the N3DS updates from 9.0 and up.
2. Merge all of the update cia's into a single folder overwriting older versions with newer versions (add 4.2 cia's to the folder then 4.5 cia's then 5.0 etc..) when you are done there should be around 170 files.
3. Delete all cia's starting with 0004001B, 0004800F, 00048005, 00040130, 00040138, and 00048005. These will prevent the emunand from loading.
4. Place all of these cia's in a folder named updates on the root of your sd card.
5. Use FBI to uninstall the main system titles from your emunand (system settings, mii maker, miiverse, camera, etc...). If you region change before deleting the system titles it will cause your emunand to freeze randomly and block you from entering the system settings app.
6. Use sysupdater in emunand to install all of the cia's in your update folder. When this is done your system will reset.
7. Use decrypt9 or rxtools to inject the SecureInfo_A for your new region into emunand. My system was weird in that I had a SecureInfo_B instead of A so rxtools would not work but decrypt9 did.
8. Congrats!! You have a region changed system. Now format it and update however you like. I updated with a cart to 9.4U first and then updated through system settings to 10.4U.
The eshop will not work unless you had a SecureInfo_A from a system that never connected to the internet.
Do you have an NAND backup of your EU N3DS and a hardmod? If so you could do the system transfer and if it does not work you could restore your old system and not lose anything.
I do not know why eshop access is blocked on region swapped systems so there is no way to know for sure if this is going to work or not. It would be interesting to see if that does fix the eshop access problem.

Hey guys! Could anyone tell me if what I am planning would work...
I have an EU N3DS that has been my main system for some time. I now also have a Japanese N3DS XL which I would like to be my main system (inclduing Mii Plaza etc.)
If I change my JP N3DS to EU, and with both systems then on 10.4 EU emuNAND, could I do a system transfer? The standard Nintendo one I mean. I have read that this is possible with with emuNANDs but not read if it also works with region changed emuNANDs.
If I was able to do a legitimate transfer this way, would it also move my NNID and enable eShop access?
I'm pretty sure that my limited knowledge would mean that there is a hole in all of this. Is anyone able to confirm if this would/wouldn't work?
It WILL NOT BE POSSIBLE TO CONNECT TO THE ESHOP OR PERFORM A SYSTEM TRANSFER on your region-changed system. In every other respect, however, your region-changed system will act exactly like an American one. There is a way to temporarily fix the eShop, but it is not covered in this guide.

Only person who has had success doing this so far I believe is Yifan_lu and that was with a lot of server-proxying/cardboard hacking to get the NNID to transfer over during the System Transfer process. You'd still need to run the patching steps after the system transfer each time you want to access the eShop, but it does work.
Alternatively, you can do a partial transfer like I did that moves your saves (if you have a Gateway): http://gbatemp.net/threads/tutorial-manual-system-transfer-for-saves-content.388033/ [then continue making future NNID purchases on your original 3DS system and manually transfer them over, not perfect but an option that works for me so far! ]
