It still works, but one needs to have all the needed update files for the desired region. If you only have 50 files I think that you may be missing some updates files.
Also make sure to inject a SecureInfo from the desired region after that like how that steps said.
I edited my own secure file by changing the region. Didn't work :(

Maybe you are missing some update files.
What System Versions updates files were you able to get?
I was able to get all the Korean ones listed in the 3dsbrew. Only thing is in every update pack there is 1-2 files not found on Nintendo servers

All the Korean System Titles listed or all the Firmwares listed?
Also what"s the model of the console an Oirignal 3DS or a New 3DS?

The firmware listed in 3dsbrew that Korean has. I can only check the exact versions at home cos I'm at work now and don't have them downloaded here.

Mine is a Japanese new 3ds LL

I also have NA new 3ds and NA old 3ds. Should I try it on my NA old 3ds? Do old consoles have better success at region change haha

Edit: I managed to boot into Korean home menu, but system settings doesn't work

Get the 6.0 files, copy the 9.0 files into it and overwrite what's there. Delete what you need to then used that. There are packs on iso site for it. I think the 9.0 is missing some files so you need the 6.0 to make up for the missing ones. I had to combine bits of three tutorials to get it to work properly.
