Hardware Game cartridges with 9.3+ on them?

Hello. I recently botched my downgrading to 9.2 on a N3Ds but things seem to work somewhat.
I only say somewhat because my 3ds freezes when i try to open the browser and when I try to open system settings.
I can update my firmware to 10.4 via system recovery mode but I don't want to update to 10.4 (for obvious reasons).
Anyway I heard it was possible to upgrade to 9.2+ if you had a game that had the 9.2 update firmware on it, is this true?
I only want to try this because again I want to avoid updating to 10.4.

You can use http://www.3dsdb.com/ to search for a game that comes with an update 9.3+.

Try downgrading via cubic ninja, since you need to buy a 9.3x game anyway, get a sky3ds and use a cubic ninja ROM or a ROM of any 9.3x game if cubic ninja did not work

9.5 or 9.4, either way you'll get a firmware under 10.4.

Shovel Knight should be a cheaper ($20ish) quality game release that has 9.8.
Seems like a solid option in my book.
