Hacking Removing Browser Filter with Hacks?

Hey, so I have a New 3DS on 9.1J and it has the annoying browser filter to prevent you from visiting "bad sites", which to remove requires a small fee. The problem I have is I am not able to pay the small fee as I have no ways of adding funds or adding a way to pay for things on the 3DS. I've been lurking around other sites as well as here and there doesn't seem to be anyone who's answered this question. So, is there a way to remove the browser filter using homebrew, or a way to install the unfiltered browser with .cia files?

Just view "bad" sites using a proxy then. My guess is that the filter is part of the n3ds web browser and can't be removed

Can't you just use another device to view your dodgy sites ie wiiu or a Android phone ect. Plus why is this in the flashcarts and cfg fireware section??

Because it's the sort of thing one might hope a "cfg fireware" (autocorrect? lol) might help bypass.
