I bet that Cemu will work on Intel GPU.

Im running an i7 4770k but cpu usage never goes to more than 30 or 40%

As I said before, Im not sure about mario u. But luigi u Im sure, played many levels including some boss stage.

Worst part is level selection. There fps reach 15fps or so. But normal levels are 60fps and castle levels 30-40fp (obviously with hiccups here and there)

Probably intel mobile cpu doesnt have the same per core power and a lot lower clock.

But any desktop i5 or i7 should get the same results.

You can play NSMBU on 1.2.0 though. Just download UWizard and do something with 0005001b10056000.

NSMBU is slow mate! Even 30 fps is not enough. On the wii u they run 60 fps

Indeed that's true.
It is slow unlike NEW Super Luigi U. I tried and it runs 30FPS.
That's why I love Luigi!

No you are not.
And that is not the problem here, if he gets into the game everything is set up correctly.
NSMB U just needs some separate files to work properly.
Go back a few pages in this thread, somebody explained it perfectly there.
