ROM Hack Is it possible to run a game without installing its update?

I'm on N3DS US 9.2 / RX CFW 9.5.

Unless the games DEPENDS on it's latest update, then yes. You are not required to install an update for a game unless needed.

Examples include, super smash bros..and..Shovel Knight. Other games are online patched, and crap like that so I don't..really know if it applies to them.

Smash updates are a 100% requirement for online play and, if the game knows there's an update out, for the creation of save files. Just sayin'.
