It uses the new seed encryption like just about everything else that's not an update on the eShop, yes (it's a pretty safe assumption at this point). Buying the game on the eShop would let you get the titleID and title key pretty easily, but you'd still run into needing the seed for the game. If someone ended up sharing the seed with you (or you found out what it is yourself), you could use CDNto3DS to grab the files off NUS and then repack and cryptofix it yourself with decrypt9.

how to get seeddb.bin if I'm on n3ds 9.1..... no way to get 9.6 and export the thing

As far as I understand, that needs a hardmod, so that you can upgrade to 9.6+, in order to go on the eShop to get the seeddb.bin. However, I heard a rumour that there's a growing database of seeds that you can download or something. I'm not sure, though.

do u know why some games frozen at loading 3ds logo screen? (I can play if delete the update patch)
If you're talking about smilebasic and you're on old3ds, then you need to run emunand because the nfc module was introduced on firm 9.3. SDK 11 games require that module.

It uses NFC? What for?
Check my edit. Games build with that sdk need that module even if they don't call it.

Another trick is to simply install the old3ds nfc module cia 0004013000004002.cia if on 9.2
I can confirm that trick works. Better just to use emunand though.

n3ds. emunand 9.5 have tried ntr, not working...
game is One Piece Super Grand Battle X.
originally needs 8.1.
