Specs:
APU A10-5800k (Overclocked to 4.2GHz)
R9 270
8GB RAM
Will be placing BO II on my 120GB SSD

At 1080p with medium settings, how many FPS would I average with multiplayer? What wouls I have to change the settings down to to get 45+?

Lol I figured. My guess is based on those specs is comfortably over 60FPS with 1080p with low-to-mid settings, but I don't play Black Ops so I wouldn't take my word on that

Let me just hop in my time machine and head into the future and let you know!

The best estimate, assuming Black Ops 3 uses the same graphical engine as Advanced Warfare, you might be able to get away with medium/low-medium maybe and keep it at least 60fps. Otherwise no one will know until November.

Seems about right. Assuming that information is correct, how about when using OBS to record at 720p 30?

That depends on the CPU. Performance usually drops drastically from the CPU but the GPU isn't really affected much. I think you could still get away with 1080p ~60FPS if you set both OBS and BO3 to lower settings

I ran an i5 4670k 8gb ram and a gtx 660 60fps but on medium settings.. You'll run better than I do.
Good to hear. Also, I decided to get an FX-6300 (6 core, overclocked to 4GHz), an R9 270x MSI Gaming 2GB Crossfire, and an additional 4GB of Ram (so 12). What do u think i can run it at now with max settings?

Hm I wasn't able to test out my stuff on max (id probably get 5fps) but I think you should be able to run it fine on max settings. They said they optimized the final release too!
