You can install then but you can't use them outside of rxtools (or any other cfw).

You can update FBI with the cia files but it will not replace the one into H&S app it will just install a second, up to date, FBI app.

Yes it will create another icon, the real FBI icon, the FBI that's in your H&S app has be modified with a specific ID to be launched through the H&S.
If you have FBI into the H&S app, you can't update it, this is not done for that.
I you want an up to date FBI install the official FBI then reinstall the real H&S app.

Edit : Keep the modified H&S app like the only installer you have is not a good idea, because if you update your console for exemple it will simply delete this app, and from the fact your only one cia installer...

No official release yet but @nastys builds are often the lastest.

Yes you should re-install the official FBI, but I'm not forcing you to restore the H&S app, this is just cleaner.

Nope... Or maybe yes but it's not a full nand backup like gateways, and you can't restore it.
