Hardware I heard from several people I could use an american visa on the Japanese eshop..it's not working.

I'm getting a 026-7511 error.

I have heard from several people that you can use visa cards from north america in the Japanese eshop so..what gives?

What the hell am I supposed to do now?

I was able to use a Visa Debit without any issues (I'm using a USA system though), although I'd definitely call your bank and see if perhaps any holds have been placed on your card. It may also only work with actual credit cards in terms of cross-region purchasing.

You need to find a region on the 3DS that accepts the information on your card, so if the region has zip/postal code, you'd need to enter the one on your card, for example.

I set my region to Mexico on my American DSi when using my European/Irish credit card on the DSiShop due to post codes being required in US regions, and not existing here.

It's a japanese 3ds. Will that work? and can I reset my region?

Regions within regions, yes. It's in the profile settings somewhere. You'd probably need to read Japanese or have a 3ds in english to find the right part.

Nintendo check the address of credit cards unlike a lot of other internet shops, so the address has to both match what the bank has on record, and satisfy the fields on nintendo's forms.
In my example, since Ireland doesn't have post codes, I couldn't fill in the post code field on Nintendo's form, by selecting a country that didn't have post codes, I could fill Nintendo's form fully with my details.

I don't understand. I set up the 3ds today, selected Tokyo apparently, and I have a North American Visa Debit card.

How do I make that work?

might take longer when you buy from them for the first time (verification processes and such)

but afterwards, super quick, from my experience

So. It says Card didn't work there but I got an email that charged me and said the order happened.

Soo...am I expecting my fucking code or did I just get screwed?

How about PlayAsia? They got Japanese Nintendo eShop codes there. Don't know if Paypal works, but Credit Cards works:

It worked for me when I brought a Japanese Prepaid Card there with a credit card. :P

EDIT: They charged you?! Weird.
