It is active and currently being worked on.

On a side note, english fan translations isn't a kind of project which can be done overnight or within a few months.
English fan translations involve a lot of coding like typesetting, image editing, translations and bug fixes.
Depending on the length of the game and how many strings it has, it may take at least 1 to 2 years to complete.

i would really love to help them , but i don't know anything about hacking a game and such... installing a CFW on my PSP is my limit XD
