whats the best way to run clean cia on cfw?
plus i have some questions..
1-can i install & run cias in cfw instead of installing them on ofw then run on cfw?
like installing a cia manager in cfw?
2-since i dont have a getaway, is it possible to run all games without one?(gateway is very expensive in iran)
3-is the best cfw the rx one?
4-whats the best cia installer?
5-how can i convert games from 3ds to (clean)cia?
6-eshop titles are counted as clean cia right?(without modification ofcourse)

Yes, you don't even need cfw to run them
they're legit

As long as you were able to install them, you can run them.

i cant believe that i made that mistake lol i meant clean cias
i know but i,ve heard people were doing things like
installing cia on sysnand and updating emunand with rx and they were able to run newer games with it.
basically all my questions are around this and the way its done.
(i really dont know why there isnt any step by step tutorial for this method)

sure ok, although for any pirated content you will need cfw to load it. (apart from legit stuff of course)
we need to 'dirty' the clean cia, otherwise it would not install.
if you are asking what is the best way to play pirated stuff, then get a gw.
at the moment nothing provides what gw does.

i really want to avoid getting a gw.
and people were doing stuff like installing palantine then installing cia with that then update emunand with rx.(i really dont know the exact way)
and i would really appreciate a step by step tutorial.

For the love of potatOS, Please read cearp's wonderful post explaining what a legit cia's are.

Legit cia's need CFW to be installed, but can be run without CFW (Like, if you used an emunand, or updated)
Non-legit cia's need CFW to be run, so games with 7.0 encryption cannot be run, along with some 5.0+ titles. (These cannot be run without the cfw)

Any game can be converted to cia, but converted games are not "legit". Again, read cearp's post.
Only titles that have come pre-installed on consoles are "legit"

if you want to pirate, get a gw.
UNLESS you are happy with playing the relatively small selection of LEGIT cias that will work without gw. (but still some good games) use rxtools to load 9.7 emunand and you can even download the latest updates and play them online too.

There's only 12 "legit" cia's ever made, for the US region.

NTR's region free allows running any region's legit cias, but you'll have to unwrap them every time.

I'll test this later but it would be interesting if the following works:

Install all legit CIA's from all regions. Upgrade to 9.7, use smea's regionFOUR, would the out of region cia's still load?

If you don't want to use GW you need CFW and PBT-CFW to install them (need devmenu or BBBMenu or FBI) to sysnand (read both links and be sure you understand everything before you go on.)
Then you need to create an emunand from your sysnand once all is installed in your sysnand
Then run rxTools and update the emunand to 9.7 (be sure you are in RX-E emunand, if it says RX-S, you are in sysnand), Why? cause there are some games that don't run on FW4.5 (All Pokemon, MHU4, SSB, Zelda MM)
Again be sure you are in emunand before you update it.

Now if you want to run legit games, you can do so in Sysnand and the few mentioned above you need to run in Emunand 9.x (or run all games from rxtools Emunand 9.7)
(If you try to run any of the above mentioned in FW4.5 you get a cartridge error or your 3DS hangs in a loading screen
