I have recently started compiling a list of parts for a dream PC. I will use it mostly for gaming and a little for C# programming. Can someone help me decide between the i7-5930K and i7-4930K. Basically, which is better:
  1. Extra 3M in cache
  2. Extra .30GHz
I will not be over-clocking.

Both are the same price.

Then I would go with the 5930K. Aside from the fact that it's both higher clocked (only .1ghz more though not .3 like you thought) and has more cache, it's a much newer CPU generation (the latest gen AFAIK) and that alone means it will be considerably faster.
Why would you even consider the lower clocked option when they're the same price? :P

Edit: Note that the 5930K needs DDR4 RAM though, just in case you didn't know. And of course you'll need a compatible motherboard ;)
