i think it's funny that most people call this 'flashcard timewarp' - i never really used that name myself, i only named the file that when i uploaded it to mega, simply so that i would know what it was but sure, i guess a name is better than no name at all.
'flashcard timewarp' sounds better than 'v0 of 0004800F484E4841'

I tried some of my DS mode flashcards and some will come later. There is an open chart that everyone can edit to display the compatibility. But it only makes sense to test cards that don't work with the latest 3DS firmware: https://docs.google.com/spreadsheets/d/1w5WyG686oCo7DlbRe1YPdUm8aY3xI9wvZGfBbqPpQGI/edit?usp=sharing.
I think that that the timewarp destroys the "Cards with no Savechip"-whitelist that some flashcards used to pass 4.4 and 4.5 for a short time. That would explain why the M3i Zero and the R4i Gold faulty C don't work with the timewarp.

well it has worked for other people, either your blue card is bad, or you didn't install it in sysnand.

It works on my ds lite but it was a pain to get to start because it wasn't showing up.

had had issues with my blue art in the n3DS, but it worked fine in everything else, was a contact issue putting a piece of card behind the connectors fixed it and it works perfect now, guess the n3ds cart slots are a little looser than previous models

First off, this is awesome, n3DS/Gateway user here. I know it's probably been said before but WHY THE HELL ISN'T THIS STICKIED?!? I first installed it in emunand but the blue card still didn't work so I read the instructions again, installed to sysnand and it worked, thanks for this.

No, it's a New 3DS on firmware 9.0.

2.3 is the card firmware.

My CycloDS iEvo doesn't work with that version so that I think that the original Evo works with it. But I wouldn't say that it's impossible.

This will not work with the New 3DS or New 3DS XL!

A quick update on how to enhance the compatibility widely (so far unknown bricking risk) including DSi mode on CycloDS iEvolution:
1. install the CIA from this thread, stay without EmuNAND
2. Download the TWL_FIRM CIA with 3DNUS and put it on the 3DS' SD card (I tested it with 0004013800000102 v1489 for Europe); don't spoof the version number!
3. Delete the old TWL_FIRM from the NAND
4. Install the new TWL_FIRM CIA

ah ok, iEvo works but not old evo, sure that makes sense
