DS, maybe. But it'll look very pixelated on a TV.
And 3DS? Heck no. While it may boost Wii U sales, it'd be a bad thing for Nintendo to sell an addon that plays their newest portable, which is selling like hotcakes at the moment. Add the fact that the amazing 400x240 resolution will look horrible on a TV, that there is no 3D on the Wii U(although, after seeing the 2DS, that wouldn't be a problem) and that I think that the Wii U will have issues emulating 3DS hardware.

Oh, and to top it all off, Nintendo doesn't even care about petitions, so this is doomed to fail. :P

same can be said about gameboy player. But it doenst really matter as long it shows something we can actually see.
Gameboy player was usually used on a much smaller CRT screen, and that makes a difference.
Also, GBA was 240x160, and the GC was 800x600. Compare that to DS' 256x192 and the WiiU 1920x1080.

i know but a bit blurry too
...drawing a 256x192 screen on a 50 inch HD TV will be ugly no matter how much pixels said screen has. And applying a filter would just make things one giant blurry mess.

This is a really good idea and the only actual hard part would be getting Nintendo to do it, I don't think how it looks on screen will be a big problem.

Well the 256 x 192 window wouldn't have to be the full size of the screen, would it? I don't see you playing the game on a 28" TV, just the gamepad. And, on the gamepad, the portion that uses the lower screen of the 3DS takes up the whole bottom half of the gamepad while the 512 x 384 screen takes up the top. After all, the 3DS doesn't have a cable that lets you hook it up to your 28" TV to "experience the magical beauty of three dimensions." If Nintendo thought of this, then maybe they'd consider doing it next year or so.
