With the wii's online stuff mostly shutting down i was wondering if it would be possible to make a fake/dummy server simillar to how packet logs let Phantasy Star Online have online even after the offical servers went down?

It really depends on what application. Some games use SSL for data transmission, so those would be really hard to replicate. However, channels like the Forecast Channel use regular HTTP to send data. Although, the data is still RSA signed (iirc), so a workaround would be necessary to send modified data.
The Nintendo Channel would be a prime example of a hard to replicate channel. All traffic is handled over SSL, so the Wii will refuse any connections from a server that isn't Nintendo's. I would imagine that a heavily modified version of the channel could be crafted to overcome this, but the question is if anyone skilled enough would bother doing so.
