Hello! I've heard from a friend of mine that you can downgrade the PS3 through formating it? Is it true?
Depending on your model.Oh ok! The only way is through chips right? And those which exist are only E3 and Nor flashers right?

You can use Progskeet / TEENSY++ 2.0 / InFeCtuS for NAND PS3s and Teensy++ / Progskeet / E3 Flasher for NOR PS3s.

The downgrader works, I've used it. I've even used my PSP to downgrade from 3.55 to 3.15 OFW, no hardware flasher required. So don't assume information you haven't heard of is automatically false.

As @Devin said, the downgrader PUP can only downgrade 4.xx CFW to 3.55 CFW, but it cannot downgrade 3.56+ OFW to 3.55.
Regarding the PSP, that's right, you can use it to downgrade OFW 3.55 to any lower OFW if you use it as an FSM JIG, but you won't be able to use it to downgrade 3.56+ OFW to 3.55.
The only way to downgrade 3.56+ OFW PS3s is by using a hardware flasher, this is only if the PS3 model is old enough to be downgradable. Newer models which come pre-installed with OFW higher than 3.56 cannot be downgraded at all, even with a hardware flasher.
