-The ROM can't communicate with Dream Radar because it's running in DS mode and doesn't have access to the fancy 3DS/DSi stuff.
-Dream Radar can't communicate with the ROM because it's not directly readable from the flashcart. It would have to go through some menus and stuff to load the game/save, so that's not going to happen.

Look up Pokegen, you can use it to edit your save file and import the new Pokemon.
