Gaming Puzzle Swap Glitch?

I have 1 piece of puzzle for the Kirby image. Whenever i use a Play Coin, the puzzle piece won't fill in. it just keeps giving me ones i already have on the board. Is this normal or what gives?
 
It's normal.

When using play coins it gives you a random piece, doesn't matter if you have it or not.
 
it gives you a random peice each time... ive had it happen where it gave me 10+ of the same peice before...had to use alot of coins to fill it in
 
The game can give you duplicates if you pay for the panel. It was a rather stupid move on Nintendo's part, so you're just gonna have to keep paying until you get the last piece.
 
If this is frustrating you, the best thing to do is pop down to your local game shop (go to a few if possible). They should definitely have a Mii in there..and they usually have ALL the pieces too. Then you have the choice to choose what piece you want

i don't think you can get puzzle pieces from your friend list, i could be wrong though and the only puzzle set i have complete is the zelda one so i can't help you.
 
No you can't get more by getting more peeps in your friend list. You need to do streetpasses!(If you don't know what it is I reffer you to the manual.

Next time you go to town for a shop, bring your 3DS with you (and make sure it's on or in sleep mode). Walk into some game stores and when you get home, you should have a green light in the top right...and a smile on your face!

By the way, you don't get puzzle pieces or Mii's for the dungeon game through adding Friend Codes anyway, it's solely through streetpass (so far...although Nintendo might alter this in the future).

Hell no. I have 11 Miis from different store (bestbuy, ebgames(gamespot) and none of them have them all. For that, an employee would have to check the 3DS in store everyday for the Mii Plaza.

I have all the tiles.

Hence why i use the word usually. HMV in the UK have Mii's in every store (apparently) so you can get 10% off 3DS games when you present the HMV Mii on your 3DS..whether this is for a short period of time i don't know.
I was also talking about stores that are mainly structured around games: Gamestation, Game, Grainger Games are more likely to have puzzle pieces. Plus game fanatics tend to work in them..so I'd imagine they'd check up on the 3DS often..or bring their own in...my Gamestation store has them all (in the city).

I thought of that aswell, but I have the feeling that VERY few boss would allow an employee to spend time playing during their work day

Btw, eBgames is a game store only. eBgames is what GameStop is call here in Quebec. I forgot to say that I also went to pay a visit to few other game store such as Microplay for that particular reason and at the time I was out of luck. There is one in pretty much every city here.

I wasn't thinking in work hours, I was thinking at closing time.
In the Gamestation that I go to, a couple of the people who work there have their own, personal Mii's, so when they get home, they have plenty of time to go through it all...and again I said usually..not always, not ALL stores, some. It wasn't a fact, it's just something i have noticed whilst I've been out and collected my Mii's, it's obviously different in areas/shops/countries.
 
Here's a hint:
When using Play Coins to get a puzzle piece, look at the bottom of the touch screen.
If it says: Return to HOME Menu, you waste your play coins, and get a same piece.
If it says: Saving... Don't turn off the power., You get a new piece.

Wow, diddn't notice about that, but that does not help much, if you could go to the home menu before the coins are used, it would be usefull, but thanks anyway.
